2008 U.S. Diversity Visa Lottery Program Registration Begins Otctober 4th: "Applications for the 2008 Diversity Visa (DV) Lottery will be accepted between noon Eastern Daylight Time (EDT) (GMT-4), Wednesday, October 4, 2006 and noon Eastern Standard Time (EST) (GMT-5) Sunday, December 3, 2006. Paper entries will not be accepted. Applicants are strongly encouraged not to wait until the last week of the registration period to enter. Heavy demand may result in website delays. No entries will be accepted after noon EST on December 3, 2006. "
