California Announces the Expansion of California's Low Cost Auto Insurance Program in Six Counties Effective April 1, 2006: "Insurance Commissioner John Garamendi announced today the expansion of California.s Low Cost Automobile (CLCA) Insurance Program to six new counties, including San Bernardino, Riverside, Alameda, Fresno, Orange, and San Diego, effective April 1. Low income good drivers can get insurance for as low as $400 per year"
